Policy Statement 6, Recommendation C
Conduct process evaluations to identify problems with program implementation, strategy, and service delivery.
The logic model and performance measurement activities described above are necessary precursors to the execution of a sound process evaluation. Process evaluations examine program design and implementation. They validate the logic model and determine whether services are delivered as intended, reach the target population, and are dispensed in the desired dosage. [1] A process evaluation increases knowledge of program components and the ways in which they contribute to the desired program impact. Such evaluations identify problems with strategies and service delivery, and are particularly useful to practitioners interested in replicating or adapting program strategies.
